Personal History: Born in Chicago, Illinois on November 5, 1952. Father was a former US Army Corporal who served in the dying days World War II, his mother was a homemaker. Only one sibling; a younger sister Sophia, five years his junior. Grew up in a reasonably modest house, and even though his father instilled on him some of the horrors of war, he knew from his mid-teens the military was the career for him. Achieved average marks in junior and secondary school, and excelled at football and baseball in his youth. He was best man to his sisters wedding in 1976 but remained
himself unmarried.

Training and Education:
Frank attended Chicago State University and gained a degree in business management. Upon graduation he entered into the USMC in late October, 1974, via the Officer Candidates Course, motivated to enter the Marines due to the outbreak of the Vietnam War. The 10-week program at Marine Corps Base Quantico in Virginia took recent college graduates such as Frank and prepares them for service with the Marines. From there he moved onto Officer Candidates School where his leadership abilities were assessed over a period of three months. He then progressed to the six month long USMC officer induction program - 'The Basic School' - where he learnt the art and science of being an Officer of Marines. Here he learnt M16 marksmanship, the basics of military operation in urban terrain and participated in a number of military training exercises. Upon completion he was commissioned as a Second Lieutenant.
Since receiving his commission Frank has completed a number of leadership, training and officer advancement courses. In 2002 enrolled the Marine Corps Martial Arts Program and attained the rank of brown belt, and is planning on taking his black belt test next time he returned to Earth.
Military Record:
He entered into service with the 2nd Battalion 8th Marines as a Platoon Executive Officer, only just missing out on deployment in Vietnam, which had wound down during the last days of his training. After a year of service he was promoted to First Lieutenant and became the commanding officer of the 13-man platoon. In late 1977 he was appointed to the position of Security Detachment Commander at Camp David, the mountain retreat of the President of the United States in Catoctin Mountain Park, Maryland. He served in this capacity for four year, during which time was promoted to the rank of Captain.
In early 1981 he transferred to the 3rd Battalion 4th Marines and served as a company commanding officer of Charlie Company, commanding the 38 man unit for three year. Upon receiving promotion to Major he was assigned to the US Navy aircraft carrier USS America (CV-66) as the ship's Marine Executive officer. During his time on the America he oversaw her overhaul in Norfolk Naval Shipyard in early 1985, and was onboard when America participated in "Ocean Safari," a six-week NATO exercise which ultimately took her to Norwegian waters. She spent the remainder of the year 1985 near Norfolk, with local operations in the Virginia capes operating area. By the end of January 1986 the America was moved with the 6th Fleet to Libya and predicated in the third phase of the military operation 'Attain Document' in the Gulf of Sidra. The Libyan’s responded by bombing a Trans World Airlines flight en route to Athens from Rome, killing 4 American citizens. He was transferred just before the commencement of Operation "El Dorado Canyon".
For twelve months Frank served at the Marine Corps Liaison officer to the US Senate. Major Kepler then found himself acting as Battalion Executive Officer for the 3rd Reconnaissance Battalion, although during his time with the 3rd he saw no combat action. He was promoted to Lieutenant Colonel in 1989, and a year later was posted as the Senior Aide to the Commandant of the Marine Corps. He held this post during Desert Shield and Desert Storm, the United Nations intervention in Somalia and during the start of the 1995 NATO bombing of Bosnia and Herzegovina.
In early 1995 he was contact by the US Air Force and requested as the Marine Corps Liaison Officer to a new top-secret operation known as 'Stargate Command'. It appeared his work with the Office of the Commandant and the US Senate had caught the eye of a number high-level members of the USAF, who soon integrated Lieutenant Colonel into the short lived Stargate Program. It was here he met a young Captain Troy Loveridge, who would later serve as his second-in-charge on the Delian expedition.
After the shutdown of the program following the Abydos mission he returned to the Office of the Commandant as a Military Secretary. He held the post for a year, but upon learning of the re-activation of the Stargate Program he returned to Cheyenne Mountain and served as a leader of numerous off-world teams. During his 24 months with Stargate Command, Colonel Kepler accumulated numerous hours off-world and served on a number of high risk operations. In the middle of 1999 he was awarded his was promoted to Brigadier General, and although happy to finally be wearing a silver star he was sad to leave the SGC behind.
His first major command assignment was with a US Joint Task Force comprised of special forces operations from the US Army, Air Force, Navy and Marines, which carried out a number of black book operations during the Kosovo War. From there he moved to the 4th Division, the lead division in the Marine Forces Reserve, and led his men into Operation Enduring Freedom in Afghanistan. His final Marine command position saw him leading the II Marine Expeditionary Force into the early days of Operation Iraqi Freedom.
In mid-2004 he was again approached for his services by the USAF, was accepted a position as co-ordinator of off-world operations with the newly formed Department of Homeworld Security. While at this post he oversaw the Earth-based day-to-day administration of the Alpha, Beta and Gamma sites, and was instrumental in the logistical planning of the Delian expedition. When the expedition was looking for a commander, Frank was on the top of everyone's list, and gladly accepted the position, looking at it as a good way to get back into the field and earn that third silver star.
